Boyer became the deputy director of the national industrial institute and then the institute’s director in 1974. Miguel was one of the Ibercorp shareholders.
Miguel joined the Socialist Party as part of its social-democrat wing in 1960. Boyer helped Felipe González form a faction in the party in the mid-1970s. Boyer was a Spanish Congress of Deputies member representing Jaén Province and the party’s economic spokesperson. Miguel and Carlos Solchaga were the architects of the party’s economic policy.

In 1982, Boyer was appointed minister of economy, treasury, and commerce to the first cabinet of Felipe González on December 2 1982. During his term, Miguel was regarded as the most powerful cabinet member.
